Q: Is this VAL Avionics voltage step down converter 28V to 14V unit TSO'd?

Per the supplier: No, this is not TSO'd.

Q: Does it come with the female molex so I can wire from there?

Yes, per the manufacturer the Molex connectors are included in the box.

Q: Can this be used to make it where a 28 VDC Garmin 430 would work with my 14V airplane?

The easiest way to describe how this unit works is to say if your Garmin is 14v and the aircraft is 28v it will work, but it cannot make a 28v Garmin work on a 14v system. You would need a step up converter to do that. It is stepping the system voltage down to 14v to match the unit voltage.
